Messy palm tree in eua

An extremely tall palm tree that has been in existence for many years and growing inside a new owner's eua has the occasional frond that showers the ground below with little yellow foliage creating a mess. The mess is swept up once a week by the garden service contracted to the complex but the new owner is insisting that the trustees attend to having the problem fronds removed which would necessitate the hiring of special equipment in order to reach the frond which is over 10 meters up in the tree. Can the trustees charge the fee for the hiring of the equipment and labour to the owner or must the BC foot the bill? The garden service attends to pruning of bushes and trees that are reachable throughout the complex but this palm tree is extremely high.
