How do you count and value the developer's votes?

Good day. If the developer still has 7 units in a complex ( he let the units). How many votes does the person have?? Some say it is one(1) and for AGM 3(halve of 6). Kind regards

Each owners has one vote regardless of the number of units they own but the value of their vote is the total participation quota [PQ]of all their units.

When an ordinary resolution is taken, the developer's votes are the total value of the participation quotas of the sections registered in his/its name, as votes are counted in value.
For a special resolution the developer has one vote in number and the value of that vote is calculated in the same way.
