metered vs prepaid PMR33.3

Staff room (separate units) electricity supply has been for common-property b.c. account. Trustees naturally wish to amend this so owners of these units will be rightly charged. Trying to understand PMR 33(3). Who is responsible for the installation charges of altering this to metered accounts? If the b.c. pays to install meters, which will be installed outside the unit on common property wall, and bill out as per other sections, this is fair and fine, but can they charge owners for this installation ? What if b.c. choose to select pre-paid meters for these staff rooms? Is this permitted with and while other sections remain on the"read & billed" system? If pre-paid meters installed , it could result in a higher tariff than the existing metered units (prejudice?). If the b.c.pays must pay for pre-pay meters, this would be b.c. equipment, and then are these units allowed to be installed inside a unit? If the owners must pay for meters, surely they have the right to choose to have same "read & billed" equipment (same as the other units). Is it not necessary for the entire scheme to convert to pre-paid if the b.c. insist staff room units pay for prepay installation?

What was PMR 33(3) under the Sectional Titles Act no longer applies. PMR 29(3) under the Sectional Titles Schemes Management Act applies and provides that an ordinary member resolution can authorise installation of separate electricity, water, gas or other supply meters by the body corporate and its recovery of metered supply costs in respect of sections and exclusive use areas.
Where the members take this resolution, the BC must budget for and pay the costs of installation.
Owners don't have the right to install their own meters and require the BC to bill them accordingly.

Many thanks Professor Paddock. Would it be necessary, whether, metered or prepaid, to necessitate the same electricity unit tariff? If so, this could scupple any prepaid meter installation preferences, because these are usually programed at a higher tariff to offset installation fees?
