Can the chairman [trustee's] appoint his wife as the complex caretaker, and arrange for a monthly remuneration which is paid through the levy income?

No, Reg, the chairperson cannot act autonomously in any regard. For his wife to be appointed as caretaker would require a majority vote to that effect by the trustees.

I would also go as far to suggest, in my opinion, that for her to be paid would require a special resolution to be passed. I base this on the observation that she is the spouse of a trustee and as such would potentially have the same status as a trustee.
