I have received a complaint letter from the body corporate.

Our Conduct Rules however has the following to say about report a conduct rule has been transgressed:

"22.3 Any transgression of these rules may only be reported to the trustees in
writing and as a complaint by an owner or an owner’s duly authorized
representative, accompanied by the written corroboration of such complaint
by a co-owner or such co-owner’s authorized representative."

Am I within my rights to request this written letter so to determine that an OWNER launched the complaint and another co-owner corroborated it? Also can a tenant have authorized representation for an owner?

Hi, Gerhard, as an owner, I should say that you have the right to inspect any record of the BC - which would include the letter in question. Further, if you have been accused of some breach of the rules, you have the right to be heard.
Other than a proxy at a General Meeting, a tenant could only represent an owner if he has a power of attorney to act for that owner.
