Can someone please explain in detail what is the difference between 75% owner votes and 75% participating quota votes.

Hi All - essentially it means that 75% of the owners must agree - in number - as Myburgh says. the 75% PQ means the pq value of the sections is taken into account and in theory, allows the owners of the bigger sections a greater say in BC affairs.
So if you have 75% of owners, by number agreeing and 1 of the owners calls for a poll which accounts for 70% by PQ then the motion isn't carried.
I'd suggest that you read the Sectional Title Survival Guide in the Library section of this website where all of these things are explained in some detail.

Just a foot note: in the case of a special resolution BOTH these requirements must be met, i.e: if the vote in number is 75% or more, but the PQ tally is less than 75%, the resolution will not pass.
