Owner responsibilities

Can a owner, who is renting, continue to appoint the tenant as their proxy? Also, how does the Body Corpoprate sanction an absentee owner?

An owner may appoint anybody as a proxy, provided the person is not disqualified i.t.o. PMR 67. I don't know what you mean by "sanctioning an absentee owner", but there is no provision for penalties in either the STA or the PMR's for owners who do not live in their sections or do not attend general meetings (for whatever reason).

The duties of owners are set out in § 44 and PMR 68 – both can be found in the Library section.
