Information from former ma
I have been appointed as the new MA by a Homeowners Association. There was a formal handover with the previous MA and all relevant files were received by the HOA. This person worked very closely with the previous chairperson (who sold his property and is no longer part of the HOA)and learned a lot about the complex. After taking over the administration I had some questions and issues that I needed to clarify and he just refused to help. Should we just accept this situation or is there anything we can do to force him to help us?

The former MA has a moral duty to help you out, nothing more.
He might find it onproductive to sit with you, or find it inconvenient to talk to you every other once in a while, but should come to the party and request a fee if you find it worth your while.
EXCEPT, however, if his (previous) contract required from him to assist in a particular fashion at a handover of duties as has happened here. You should follow this possibility up.
