special levies

I hope you will be able to provide some advice on my query.

I live in a complex (sectional title) and a special levy needs to be raised to rebuild a retaining wall(that effects my unit).

Already some owners are saying that they don’t want to pay the special levy – can you please advise if there is law states that they are liable to pay the special levy.

Note: last year a special was raised to rebuild another wall(which effect another unit owner) – damage due to severe storms – all unit owners eventually agreed to pay the special levy.

If the wall is on common property and requires a rebuild , the trustees can raise the special levy which once raised by resolution is enforceable by law.
