I've read the definition of "owner" in the Act .
A unit is registered in the name of a spouse.Can the other spouse,married in community or out of community, act on behalf of the "registered" spouse ??

Yes - this is governed by the same procedures as is applicable for "proxies".

To add to Gerhard's post: proxies work for voting at General Meetings, but if the spouse is to act in any other way for the registered owner, he/she will need a General Power of Attorney.
